1 Tuner + 1 or more non-Tuner Spellcaster-Type monsters
When this card is Synchro Summoned, place 1 Spell Counter on it. Once per turn, you can discard any number of cards to place 1 Spell Counter on a monster(s) you control for each card you discarded. You can remove all Spell Counters on the field to inflict 500 damage to your opponent for each removed Spell Counter.

Ah the key card of my Deck, combined with Magical Citadel of Endymion, you can deal some serious damage with this thing, as both players use Spell Cards frequently, so Citadel will get loaded up while you wait for the right time to Summon Tempest Magician, which isn't all that hard when you combine Magical Exemplar and Night's End Sorcerer/Any Level 2 Tuner. Could've had at least 2400 ATK though Razz.

Your thought's on Kaos' old teacher? XP *is sent through the wall by Kaos*.....ow.

Endymion field works very well with this card, and even can create OTK with many spell counters on it.
But, this card is not only useful in Endymion deck, it can be a good finisher in late game with a Tuner and Spellcaster-type monster. Count your opponent's LP, discard the cards in your hand and boom.

I really hate it when it team'd up with Arcanite (or even worse, Arcanite/Assault)... That gonna mean I'm gonna be OTK'd rite away...

Well, if I say "hate", that only mean it is a good card.

I would say its a good card, but its still very situational. You never see it in tournaments, most people would much rather use the 6 stars to make a Goyo, or a Brionac dragon. Not to mention rather then discarding card for its effect, you can discard cards for Brionac and take out synchros or what ever you need. (I know you can say that you can do that with arcanite magician but don't forget that hand advantage is VERY important in this game, which is why most people go with Goyo you cant beat 2800 ATK and a chance to steal one of their monsters.) In casual play is where this card really shines, magician decks are pretty high tier when it comes to casual play, most people wont play lightsworn, x-sabers, or blackwings so the only think you really have to worry about is bottomless trap hole, smashing ground, and the likes. As for a casual tournament the only thing it has to worry about are Aliens. However alot of casual decks play field spells this is a problem for the Citadel, even if it has 10 counters on it. If they play another field spell it will get rid of the Citadel, you cant get past a card rule, so playing another field spell dose not destroy it, only send.

Oh wow that turned into a rant. o.o; I will stop there.

O.o was that even useful? (reminds me of a card of the day.)

I often see it in Tournament actually... When it is still LS-Twilight Era.

Summon JD, purge the sin (aka pay 1000), Summon Lumina, discard PSZ to summon Lyla, Top-Deck for PSZ, Sync Lyla+PSZ for Tempest, attack with all, in case opponent still have LP left, discard all card to give spell-counter to Tempest, and Burn FTW.

Pretty late in the game, but That kind of play is pretty common on Meta back then. But seeing Lumina already down to 1, and LS got crippled pretty bad, Spellcaster-deck is the only place left for this card to shine.
